In 2015, the City of Pittsburgh amended the city code to include a business license for rental units referred to as the Residential Housing Rental Permit Program. The implementation of this ordinance (Ordinance 2014-1020) has, however, been delayed for the last several years in litigation. The Department of Permits, Licenses, and Inspections (PLI) has been working with city officials to establish a process that satisfies all parties and has begun reaching out to community members to gather feedback on the current proposed Rental Registration Rules and Regulations. These documents provide for types of regulated rentals, exceptions, fees, incentives, information to be collected, penalties, and a proposed inspection checklist. More community engagement will occur through upcoming City Council public hearings and community meetings, but PLI is seeking to initiate a preliminary discussion.

At the end of the comment period, PLI staff will review and make appropriate modifications to the rules and regulations. The revised proposed rules and regulations will then be presented to the City Council and a formal hearing process will begin.
