Panther Hollow Bridge Closure

Description

The Panther Hollow Bridge has been closed to vehicular traffic since October 2024. The closure followed a recommendation by the City’s inspection consultant after preliminary findings indicated safety concerns.

Since then, the bridge has undergone a detailed hands-on inspection and load rating analysis. Due to the bridge’s condition and complexity, specialized rope-access certified climbers were brought in to complete a full inspection and 3D structural analysis of the truss system.

DOMI is currently working with engineering consultants on repair designs. Construction is anticipated to begin in early

Context

This is the second bridge in Schenley Park to close for repairs. Charles Anderson Bridge closed to vehicular traffic in February of 2023, and to all pedestrian traffic in the fall of 2024. With Panther Hollow Bridge closed to vehicular traffic, driving between Greenfield and Oakland is possible only via the Swinburne Bridge.

Bus Rapid Transit

Bus Rapid Transit

BRT is now fully funded with $150 million from the Federal Transit Administration. The "University Line" will run between Downtown, Uptown, and Oakland. Work on the Downtown section of the University Line is expected to get under way this fall.

Swinburne Bridge

Description

The City of Pittsburgh, in cooperation with the Federal Highway Administration (FHWA) and Pennsylvania Department of Transportation (PennDOT), is advancing the Swinburne Bridge replacement project.

Context

The bridge functions as a critical link between Four Mile Run, South Oakland, Greenfield, Hazelwood, and downtown. It weaves beneath the I-376 Frazier St Viaduct and over CSX/Allegheny Valley railroad, Saline St, serving as a gateway to Four Mile Run.

The current Swinburne bridge, built in 1915, consists of six deck- and thru-girder spans on steel bent towers. While novel for its day, it lacks modern principles of bridge design, which provide increased redundancy and decrease future maintenance needs.

Boundary Street: Bike/Ped Safety Improvements

Description

In 2018 the city allocated $50,000 in its capital budget to establish a bike lane on Neville between Boundary and Fifth Avenue, and OPDC is working with planners in the Department of Mobility and Infrastructure to follow through on this plan and to encourage the city to build a dedicated and protected connection for bicyclists and pedestrians through the entirety of the corridor.

context

Boundary Street between Joncaire and Neville is a vital connector between North and Central Oakland, and between Oakland and the Eliza Furnace Trail. It's heavily used by cars, bicycles, and pedestrians -- but it's an unsafe passage for all of them, with no sidewalk, no trail, no shoulder, and poor visibility. The Oakland Bike/Ped Committee studied this corridor in 2016 and made recommendations about possible safety improvements that are outlined in detail in this report (below). The city allocated funds to support safety improvements following these recommendations.

In the fall of 2019, DOMI installed speed humps, which have reduced through-speed, and improved pedestrian safety somewhat. Plans for a dedicated at-grade segregated bicycle and pedestrian trail between Joncaire and Neville are currently being developed by DOMI as part of the Mon-Oakland Mobility Project.
