Context
This site was previously the subject of a zoning amendment to alter the parcels from Urban Center-Employment to Residential-Mixed Use. This project will produce 16 affordable units, in compliance with the Inclusionary Zoning overlay.
January 2026 Update
The project is actively utilizing the following performance point: 2 points for Zero Energy and Zero Carbon Buildings (915.07.D.1.b).
Before the Planning Commission Hearing and Action, the applicant intended to utilize the following: One (1) point for Zero Energy or Zero Carbon Buildings (915.07.D.1) and Two (2) points for Affordable Housing.
The applicant [Walnut Capital] announced this switch verbally to the Planning Commission at the hearing, as city planning staff were unaware of the change prior to the hearing.

*August 2025 Update: The Builders Association of Metropolitan Pittsburgh (BAMP) has filed a motion for a preliminary injunction against the enforcement of the city’s inclusionary zoning law, claiming the law would cause “irreparable harm” to BAMP member Walnut Capital.
